The job satisfaction and rules and regulation are very crucial to the long-term growth of any educational system around the world (Eamon, 2005) while education is the process of receiving or giving systematic instruction, especially from teachers. Successful teaching often depends on the ability of the teacher to manage the teaching space (Razaq, Rahim., & Seman, 2013). In technological revolution, education is considered as a first step for every human activity. It ensures the acquisition of knowledge and skills that enable individuals to increase their productivity and improve their quality of life due to job satisfaction (Saxton, 2000). Professional knowledge, skills and center competencies occur when one feels effective in one?s behavior. In other words, professional knowledge, skills and competencies can be seen when one is taking on and mastering challenging tasks directed at educational success and performance (Filak & Sheldon, 2003).
There are different point of views for job satisfaction which put emphasis on the conditions of people or employees, organizations, their policies, rules and regulations and on the labor laws of any country are whether properly implemented or not. In fact job satisfaction is a psychological condition of mind or happiness which any employee feels, enjoys and takes motivation for living a peaceful life by doing and fulfilling his duties and responsibilities to play a role in the growth and development of his country (David & Heather, 2014). In addition, need of satisfaction to work is very essential in the lives of teachers because they form the fundamental reason for working in life. While almost every teacher works in order to satisfy his/her needs in life, he/she constantly agitates for need satisfaction. Job satisfaction in this context is the ability of the teaching job to meet teacher?s needs and improve their teaching performance (Chambers & Schreiber, 2004). Education is the main source of bringing changes in human (students) life style (Habib, 2015), absorbing the positive changes, generating capacity of thinking (Allen Jr., & Hunsaker, 2016), developing strength of problem solving (McNeil, 2013).
Successful teaching often depends on the ability of the teacher education (Hatano & Oura, 2003), skill and satisfaction (Mishra & Koehler, 2006) while this character is furnished by educational policies (SABER, 2012), notification, and incentive, rule and regulation which are bringing both type of changes positive and sometimes negative as well (Weiss & Long, 2013).
The rules and regulation in educational system define the institutional planning and arrangement with complete set which depends on education rules and regulation, teacher motivation, teacher satisfaction, school management, role of head academic environment and school outcome, these all new rules regulations had brought both kind of results in teacher?s job satisfaction. Zuzovsky (2010) said that rules regulations brought enhancement in teacher? job satisfaction and in some area its detraction the satisfaction of the instructor, therefor it is very important to study whither implemented rules and regulation are meeting the teacher job satisfaction or not.
1.1Problem Statement
The job satisfaction emphasis the conditions of teacher?s school environment, rules and regulations, supervision and policies which can influence job satisfaction level of teachers in both positive as well as negative way (David & Heather, 2014). The teacher?s satisfaction can be influenced by different factors such as rules and regulation. After 18th amendment education sector has become responsibility of provincial government where special steps (CM Road Map) have been taken for improving teacher?s quality (Govt. of Punjab, 2012), especially in accordance to merit based recruitments, monitoring, attendance (Taylor & Tayler, 2012), ,incentive (Zuzovsky, 2010) and enrollment campaign etc., (SED of Govt. of Punjab, 2017). According to Chambers & Schreiber (2004) job satisfaction is key elements for good teaching and teacher has to follow implemented rules and regulation. So it is very important to explore what is perception of primary school teachers regarding new rules and regulations on teacher s job satisfaction. The study will also give feedback of PST whether newly introduced rules and regulation are meeting their job satisfaction level or not.
1.2Objective of the study
* To identify documented new rules and regulations introduced in primary school teachers.
* To explore perception of primary school teachers about implementations of new rules and regulation.
* To analyze level of job satisfaction in primary school teachers in context of new rules and regulations.

* Which documented rules and regulations have been introduced from 2012 to 2017?
* To what extent the primary school teachers are familiar with documented rules and regulations?

* To what extent new rules and regulations are implemented and adopted in primary schools.
* Which new rules and regulations are successfully adopted in primary schools teacher?

* To find out perception of primary school teacher?s job satisfaction regarding new rules and regulations.
* To what extent the adopted rules and regulations are changes the teacher job satisfaction?
1.4 Signification of Study
Teacher?s job satisfaction is generally assessed by teacher?s demonstration in class lectures delivery or teaching method and communication. It is important to determine whether or not the new rules and regulations are meeting teacher?s job satisfaction, as both have direct linkage (David & Heather, 2014). This study will explore feedback of Primary School Teacher?s whether new introduced rules has motivated them positively to achieve job satisfaction or not. The data from feedback may give clear vision of teachers regarding new rules and regulation at ground level. The research study will also help policy makers and administrators to design such rules that may increase job satisfaction level of teachers. Investigation on implemented rules and regulations and teacher?s level of job satisfaction is observed so that less effective rules should be reconsidered while developing next policy.
Educational services are often not tangible and are difficult to measure because they result in the form of transformation of knowledge, life skills and behavior modifications of learners. So there is no commonly agreed upon definition of quality that is applied to education field. The definition of quality of education varies from culture to culture. The environment and the personal characteristics of learners play an important role in their academic success. The school personnel, members of the families and communities provide help and support to students for the quality of their academic performance. This social assistance has a crucial role for the achievement of students at school. Educationists believe that any nation?s development is entirely dependent on the quality of education, is being provided by its educational institutions. It is only a sound, effective and progressive educational system related to the society socio-economic needs, which can provide a basis for progress. Weiss & Long (2013) said that teachers are considered the backbone of any educational system despite the rapid technological advancements and improved living standards; quality of education is mostly related on the quality work of teachers.
1.5.1Rule and Regulation
The satisfaction of the teacher had direct relation with educational policies (SABER, 2012), training, new notification (Allen Jr. & Hunsaker, 2016), rule and regulation (Sato, 2014) such as recruitment policy where they concentrate on the merit, talent, allocation and re-allocation, age, and introduced the entry test for merit etc., while in notification of enrollment campaign (Govt., of Punjab, 2013) in which they assigned the duty of their teacher to collect the data of their area regarding those children who are not enrolled, and also to enroll the new students in their school, they also introduce new regulation for study leave (Govt., of Punjab, 2016) in which they reported that no one can get leave for study purpose, new rule of qualification allowance reduction (Govt., of Pak., 2017) in which they reduce the amount of educational subsidies and also they introduce the monitoring units and the assistant education officers which is increasing the attendance of the teacher while the new rules and regulation of scale up gradation (Govt., of Punjab, 2017) also seen in Punjab education in which they mention that the scale 9 (BPS-09) will be upgraded in scale 14 (BPS-14) and rules under the right of children to free and compulsory education act, 2009 notification (Govt., of Punjab, 2009). So these all new rule regulations influenced teacher?s performance. In some cases they brought good results in teacher performance and in some area its decrease the performance of the instructor.
According to Taylor & Tyler (2012), the new rule and regulation mostly seen in positive direction, as it has improved the attendance of teacher.
